Creative Effects Challenge No. 77 - Eye Candy

Here is a fun and easy technique for creating some Eye Candy, just right for these care-free summer days!  The tutorial is written for Photoshop, but everything used is in all versions of Elements, so no worries!  Having said that, if you run into any issues please do not hesitate to bring them up; you will get a quick and helpful response!

My only peeve about this tut is that it appears to be more complex than it actually is; once you have gone through it I think you will agree.
