This effect is very quick and easy: duplicate the background, apply a filter, change the blend mode and you are done! There is one caveat not mentioned in the tutorial, which is that the strength of the effect depends on the resolution of your image; the lower the resolution the stronger the effect. In my example below I used a resolution of 180 pixels/inch (to change it, click Image > Resize > Resize Image..., make sure Resample Image is checked, then modify the Resolution). As always, feel free to experiment and augment as your muse directs. For this one I applied a Nik Tonal Contrast filter and frame. I am really looking forward to seeing what you come up with!
