Welcome to the second Creative Effects Challenge!
I have been working on an effect that I am very excited to share with you, but I just came across a new one that I am even more excited about at the moment, so the other will just have to wait.

Here is my result using a file from Morguefile.com:
It doesn't have a lot of steps, so I hope you will experiment with it.
